A. Introduction

In line with awareness about importance of human being factor and the necessity to increase vessel operational management to prevent accident to vessel, human being, cargo and property as well as to prevent sea pollution, IMO issues regulation on Ship Safety Management and sea protection, known as International Safety Management Code (ISM Code) which is also consolidated in SOLAS Convention.

B. BKI Service

According to ISM Code requirements, all companies having or operating vessel according to schedule above shall establish Safety Management System for their company and vessels to secure safe operation of vessel. Such requirement covers documenting, applying and maintaining the safety management system which finally will be verified by the Government or Recognized Organization (RO) for issue of certificate after fulfilment of all ISM Code requirements.

The Company already fulfilling requirements will be provided with Document of Compliance (DOC) and every vessel already fulfilling requirements shall be provided with Safety Management Certificate (SMC). Both DOC and SMC will be valid for 5 years. The Company and their vessels failing to fulfil ISM Code requirements will have difficulty in their operation, whether in international or domestic waters.

BKI as Organization Recognized (RO) by the Indonesian Government has been appointed on behalf of the Government to conduct approval, verification an issue DOC & SMC Interim or short time Certificate. While, permanent certificate will be issued by the Government cq Directorate General of Sea Transportation. Data on companies and their vessel already certified will be registered and publicized in ISM Code Register Book by BKI

C. Procedure of Certification

Submitting application form furnished with manual of Safety Management System to BKI’s Head Office cq Statutory Division or the nearest BKI’s Branch Office.

  1. BKI will give approval to manual of Safety Management System. If there is insufficiency, manual will be returned for correction.
  2. If manual of Safety Management System has been eligible, Initial Verification is conducted to the applicant’s company office for
    verification of conformance between. the manual and its implementation. To this end, BKI will assign competent auditor to verify implementation system in the company.
  3. If eligible, BKI will issue Audit Report and short term DOC Certificate valid for 5 months.
  4. For issue of permanent DOC from Government, BKI will arrange for the issue thereof after all non-conformances found upon verification have been corrected and reported to BKI.

Procedure to obtain SMC & ISM Code Certificate is as follows:

  1. Ship shall be operated / managed by company provided with DOC certificate.
  2. Submitting application form furnished with copy of DOC to BKI’s Head Office cq Statutory Division or the nearest BKI’s Branch Office.
  3. BKI shall appoint competent auditor to conduct verification on board to inspect conformity of ISM Code requirements on board.
  4. If eligible, BKI will issue Audit Report and short term SMC Certificate valid for 5 months.
  5. For issue of permanent SMC from Government, BKI will arrange for the issue thereof after all non-conformances found upon verification have been corrected and reported to BKI

After obtaining certificate, whether DOC or SMC, then the Company and its vessel shall maintain such certificate by submitting application for periodical verification to BKI with schedule as follows:

  • DOC Certificate
    • Annual Verification, annually with submission term between 3 months before expiry through 3 months after the certificate anniversary.
    • Renewal Verification, in the 5th year with submission period 6 months before expiry of the certificate validity term.
  • SMC Certificate
    • Intermediate Verification, annually with submission term between 2nd year through 3rd year of the certificate anniversary.
    • Renewal Verification, in the 5th year with submission period 6 months before expiry of the certificate validity term.

 BKI is also authorized to issue Interim DOC or Interim SMC Certificate addressed to the company or ship with conditions as follows:

  • Company newly established.
  • Type of new Vessel is added to the existing DOC document.
  • Vessel whose construction just completed.
  • Vessel just joining with the company.
  • Vessel just changes her flag.

Requirements to obtain Interim DOC/SMC are:

  • Already having manual of Safety Management System according to ISM Code requirements.
  • Having implementation schedule during validity term of Interim DOC/SMC.
  • Validity term of Interim DOC shall be 12 months and not extendable, while validity term of Interim SMC certificate is 6 months (extendable maximum another 6 months).

 

D. For PM 45 Indonesian Flag State

According to the Regulation of the Minister of Transportation Number: PM 45 Year 2012 on Safety Management of Ships, Article 3, the type and size of vessels affected by this rule are:

  1. All size for Passenger ship, including High Speed Passenger ship.
  2. Oil Tanker, Chemical tanker, and Liquefied Gas Tanker with have tonnage greater than or equal 150 GT( One Hundred fifty Gross tonnage)
  3. Other Cargoes Vessel, High Speed Cargo ship, Bulk carrier, Fishing vessels, Mobile Offshore Drilling Unit (MODU) and Floating Storage Unit and Off-loading / Floating Production Storage and Off-loading Facilities including Man-barge with have tonnage greater than or equal 500 GT (Five Hundred Gross Tonnage).
